A diesel pays £7.45 an hour extra in every Islington short-stay bay, and £21.60 on an Arsenal match day. Zone hours, permit prices and the car-free trap.

Islington charges for parking by how much your car pollutes, not just by how long you stay. A diesel pays £7.45 an hour on top of the standard rate in every short-stay bay in the borough. On an Arsenal match day, the same diesel pays £21.60 an hour.

There are two things worth knowing before any of the prices matter. Islington is covered by 24 controlled parking zones, two of which never switch off. And if your home was built or converted after 2013 you cannot buy a resident permit at all, whatever you are willing to pay.

Every figure below was taken from Islington Council’s own parking pages on 1 September 2026.

The car-free rule that catches people who move here

Islington has had a car-free policy since 2013. Under its car-free policy page, every residential development completed since then is automatically car-free, and the council will not issue a parking permit to anyone living there.

It is wider than new blocks. It covers:

  • purpose-built houses and flats
  • conversions of existing buildings
  • sub-divisions, so if a pre-2013 house was split into flats, those flats are car-free

Blue Badge holders are exempt and can still get a permit. Everyone else on the list cannot, and the council keeps a full car-free property list that it updates monthly, linked from its permit renewal pages. Check it before you sign anything, because “there is on-street parking outside” and “you will be allowed to use it” are different statements in this borough.

The 24 zones and when they are switched on

Restriction hours are per zone, and they vary far more than people expect. Zones C and K are controlled 24 hours a day on weekdays. Zone U stops at noon. This is the council’s own table from its controlled parking zones page.

Zones H and J are the two that keep Saturday restrictions running until 6.30pm rather than 1.30pm. Enter your postcode on the council’s zone page to find which letter you are in.

What an hour actually costs

There are around 6,500 short-stay bays in Islington and all of them are paid by phone. There is no meter to feed. The council’s short-stay parking page puts the base rate between £4.25 and £7.30 an hour depending on the zone and the time. Zone C is published at £6.90 an hour, after the flat evening rate there was scrapped on 18 November 2024.

On top of the base rate:

  • Fuel surcharge, per hour. Petrol and hybrid up to 185g/km CO2, £2.30. Petrol and hybrid 186 to 225g/km, £2.85. Petrol and hybrid over 226g/km, £4.26. Diesel, £7.45. Electric vehicles pay nothing extra.
  • Peak surcharge. Up to £1.05 extra between 10am and 1pm, Monday to Friday. It does not apply in zones G, HE, TW, U or Z, because those zones barely operate in the daytime anyway.
  • Match day rate. £14.15 an hour in a bay with match day controls, plus the fuel surcharge on top.

Put together, one hour in a zone C bay is £6.90 for an electric car, £9.20 for an ordinary petrol car and £14.35 for a diesel. In a match day bay the same diesel pays £14.15 plus £7.45, which is £21.60 an hour.

Pay through the RingGo app or by calling 020 7125 0039, quoting the location number on the bay sign. Cash is possible at PayPoint shops: text “shop” and the five-digit location number to 81025 to find the nearest.

The council names only two car parks in this scheme, at Sobell Leisure Centre and Sonderburg. Everything else is on-street.

Resident permits are priced by emissions

A permit is not a flat fee. It is banded by CO2 output for cars registered from 2001, and by engine size for older ones. These are the current prices from the parking permit costs table. The council does not date its current table, but the set published below it on the same page is labelled as running only to 31 December 2025.

The diesel surcharge is a flat £259.50 a year, added at every band. A motorbike permit is £68.87.

Electric vehicles are banded by battery size instead, from £115.95 a year for 1 to 39kWh up to £253.35 for 90kWh and above. Electric motorcycles are £34.43.

The council’s diesel surcharge page explains the reasoning: the whole borough is an Air Quality Management Area for nitrogen dioxide and PM10. It has deliberately refused a concession for Euro 6 diesels. Carers who need a vehicle for work are exempt from the surcharge, licensed black cab drivers get a discount, and Blue Badge holders park free anyway.

A second car costs much more than the first

Buy more than one permit at an address and a household fee is added on top of the permit price itself, and it escalates:

One permit covers up to three vehicles, but only one of them may be on the street at a time.

The resident roamer scheme

Islington permit holders are not limited to their own zone in the middle of the day. Under the resident roamer scheme, a resident permit lets you park in resident bays in any controlled parking zone in the borough between 11am and 3pm, Monday to Saturday.

The limits matter:

  • resident bays only, not pay-by-phone bays and not business permit bays
  • it does not operate when match day controls are in force
  • estate parking permits do not carry the benefit
  • it is a parking concession, not a driving one, so low traffic neighbourhood restrictions still apply on the way in and out

Visitors

There are two systems and they are not interchangeable. E-vouchers are instant and work during match day controls. Paper vouchers arrive by post within 10 days and do not.

E-vouchers, per the cost page:

  • standard 75p per 30 minutes, or £4.55 an hour during match day controls
  • discounted 38p per 30 minutes, or £2.25 an hour during match day controls, for residents aged 60 and over or receiving Incapacity Benefit, Disability Living Allowance or Employment and Support Allowance
  • fuel surcharge per 30 minutes on top: 35p, 40p or 45p for petrol and hybrid depending on emissions, and 65p for diesel

Paper vouchers, per the paper voucher cost page:

  • a book of 20 half-hour vouchers, £20.30, or £10.15 discounted
  • a book of 10 three-hour vouchers, £60.80, or £30.40 discounted
  • a single all-day voucher, £25.80, or £12.90 discounted

There are no refunds on paper vouchers, and they cannot be used during match day controls at all.

New parents living in Islington can apply for 40 hours of free visitor vouchers.

The zone C and K trap

Zones C and K are controlled around the clock, and Islington handles the uncontrolled hours by making you book a voucher for them anyway. Its zone C and K page says a free visitor e-voucher must be booked for parking in:

  • zone C, Monday to Friday 6.30pm to 8.30am, Saturday midnight to 8.30am and 1.30pm to midnight, and Sunday midnight to 6am
  • zone K, Monday to Friday 6.30pm to 8.30am, and all day Saturday and Sunday

The only genuinely free window with no booking is zone C on a Sunday between 6am and 11.59pm. A visitor staying across the boundary between free time and paid time needs two separate bookings, and both can be made in advance.

Blue Badge holders

Islington is generous by inner London standards. Its Blue Badge page says a badge from anywhere in the UK parks free, for as long as needed, in:

  • resident permit holder bays
  • shared-use permit or metered bays
  • disabled badge holder bays, other than dedicated bays reserved for a named permit holder
  • short-stay paid bays

Yellow lines are three hours with the time clock displayed, so long as there are no loading or waiting restrictions and the vehicle is not a dangerous obstruction. On estates, a badge parks free in a Blue Badge bay, but not in a numbered estate space.

There is one carve-out, and it is only stated on a different page. The council’s short-stay terms and conditions say badge holders park free “except in Sobell Leisure Centre car park”.

EU disabled badges are treated the same as UK Blue Badges. Non-EU badges are not valid here at all.

For the Whittington Hospital, where Blue Badge space is very tight, the council lists two disabled bays on Magdala Avenue, around 10 short-stay bays on Highgate Hill about 150 metres from the entrance, and nine short-stay spaces on Dartmouth Park Hill about 300 metres away.

Arsenal match days

Extra controls apply on every Arsenal men’s and women’s home game and at large events, in zones E, F, G, H, J, L, N, Q and V. Signs go up in the area up to three days beforehand. From the council’s Emirates Stadium page:

Residents and business permit holders park as normal, as do Blue Badge holders. Bays on Drayton Park between Benwell Road and Bryantwood Road are given over to coach parking. Residents who only need to park on match days can apply for a free match-day-only permit, and households inside the event road closures can apply for a free access permit that expires at the end of the season.

Moving house

Removal parking is free, and the rules differ by van. From the council’s moving home page:

  • Liveried vehicles, meaning a hire or removal van clearly showing the company’s branding, can park on a single yellow line or in a resident bay for as long as needed, provided loading is continuous and there is no other loading restriction.
  • Un-liveried vehicles get the same freedom only from midnight until 11am on the day. After 11am it drops to 40 minutes at a time.

If loading will stop and start, buy a permission to park and use a bay rather than a yellow line. To guarantee the space outside, suspend the bay: the council wants at least 14 days’ notice.

Tickets

Islington penalty charge notices start with the letters IZ followed by eight digits, and can be paid or viewed with images on the council’s parking ticket viewer. Removed vehicles go to the pound at Unit 1, Waltham Park Way, Walthamstow, E17 5DU, on 020 7527 1381.
